Ontario Government Releases Changing Workplaces Review Final Report
On May 23, 2017 the Special Advisors for the Ontario Government released their long-awaited final report to the Changing Workplaces Review (the “Report”).
The purpose of the Changing Workplaces Review was to consider the broader issues that affect the workplace and assess how Ontario’s current labour and employment legislation addresses these trends. This has been especially interesting to franchisors as changes to the prevailing legislation could have imposed joint employer status on franchisors, for the employees of their franchisees.
Franchisors should be happy to learn that the Report does not recommend that a franchisor be deemed to be a joint employer with its franchisees. However, the Report does make recommendations that would allow for employees of multiple franchisees of the same brand to bargain centrally within a geographical area.
